Introduction
The process to prepare a post-disaster recovery plan is based on the common lessons and experiences after previous disasters in Asian countries. The steps in this process are from the perspective of the national and sub-national governments. In other words, each of the steps offers practical guidance and a set of post-disaster recovery options and tools which have been used by governments in the region.
Depending on the scope and extent of a disaster, the recovery plan can be at the national (for a large-scale disaster affecting multiple provinces, which requires a comprehensive recovery plan), or at the provincial level (for a small-scale disaster affecting one or more districts, which requires a local recovery plan).
The following set of recommended steps assume that a post-disaster assessment is conducted.

IDENTIFY LEAD AGENCY:
Appointing an appropriate government agency to lead, organize, and coordinate recovery

ANALYZE SOCIO-ECONOMIC SECTORS:
Understanding the priority social and economic sectors for recovery

ESTABLISH THE RECOVERY VISION, OUTCOMES, AND OUTPUTS:
Consulting government and civil society stakeholders for an agreed recovery vision, outcomes, and outputs

CREATE THE RECOVERY STRATEGIC FRAMEWORK AND POLICIES:
Developing recovery policies and strategies for effective recovery and long-term risk reduction to future disasters

IDENTIFY PRIORITY RECOVERY SECTORS AND PROJECTS:
Using the results of the post-disaster assessment, select priority sectors and projects for recovery

DESIGN SECTOR RECOVERY PROJECT PROPOSALS:
Agreeing procedures and assigning responsibilities to stakeholders to prepare proposals for priority recovery projects

IDENTIFY IMMEDIATE FINANCIAL RESOURCES FOR RECOVERY:
Locating all possible sources of finance and resources to meet public and private sector needs for recovery

SUMMARIZE FINANCIAL REQUIREMENTS FOR RECOVERY:
Consolidating the financial requirements for the priority sectors and projects and mobilizing funds and resources

DEVELOP MONITORING AND EVALUATION FRAMEWORK:
Creating an overall monitoring and evaluation framework and individual monitoring formats for priority projects

DEVELOP COORDINATION AND COMMUNICATION STRATEGIES:
Agreeing coordination mechanisms and communication plans with diverse stakeholders for recovery

PREPARE THE RECOVERY PLAN:
Writing, reviewing, approving, and disseminating a clear recovery plan
