INTRODUCTION

A common challenge for government departments, civil society organizations, and international development partners, is to bridge the gap between disaster response and recovery activities to support the affected area and population. To address this challenge, during the last decade the concept of “early recovery” has been developed to manage the transition from short-term response to long-term recovery.
