INTRODUCTION
The second step is to research and analyze the socio-economic sectors in the disaster-affected area. The local government departments will of course have understanding and information about the social and economic conditions in the disaster-affected areas, and are the key resource for such information. Another key resource for information is the baseline data and impact results from a post-disaster needs assessment. The lead agency may therefore compile the summary information, as a common reference for the preparation of the recovery planning.
ANALYZE SOCIO-ECONOMIC SECTORS FOR RECOVERY
The main purpose to analyze the socio-economic sectors is to fully understand the local conditions at the household levels. This requires research about pre-disaster conditions, as well as post-disaster conditions in the affected areas.
There are several questions which can help the analysis, including:
- What are the local pre-disaster demographics? The proportions of young children, elderly, differently-abled persons?
- What is a pre-disaster ‘typical household’? Numbers of females and males, education levels, health indicators?
- What are the pre-disaster main sources of household income? How many households are engaged in each income source?
- Which pre-disaster sectors or income sources employ the most people?
- Have any social groups (e.g. elderly, ethnic minorities, women) been neglected after previous disasters?
The answers to these and similar questions are normally readily available from local government departments and officials. Another source of information is a post-disaster social impact assessment (if undertaken). The recovery planning lead agency can compile the answers, which are a common reference for all direct stakeholders involved in recovery planning and implementation.
